Build Evaluation Tool for Testing and Entering Results

Requires an SQL database and Perl 5.x or so.

INSTALLATION
------------

First set up the configuration in BetterDatabase.pm, then set up the
.htaccess file, then run it with command=setup, then uncomment the
relevant line in better, then run it again with no arguments.
